The 2023(current year) increase was the first time Pennsylvania fishing license prices have increased in 18 years......since 2005. Sounds like catch-up? Most State pension & other ee benefits(teachers, state ees etc) have been severely decreased/modified. Truthfully, if I were in the job market today the State would be the last place I would look. The healthy private employment market is offering all kinds of monetary/benefit incentives to get employees.... assuming you have some talent.
As far as the PA F&BC.....with license sales decreasing 8-10% I see a gloomy future ahead for it in maintaining programs in effort attract new anglers. Their current venues ain't working.

Kinda like the post office. Massive liabilities to meet due to unsustainable business practices. Postal usage keeps declining so they keep raising rates to help slow the bleeding but the reality is the bleeding cannot be stopped yet the brain still requires the same amount of oxygen to stay alive.
The public sector mismanagement of user dollars and taxpayer funds is criminal.

You need to pay for & hire top talent when managing the trillions of public funds the gov is entrusted to manage. There's zero incentive anymore for america's top talented work force to work for the government. The way the gov pay scales are currently set.....there's minimal incentive. At one time many agencies had "Blue Ribbon" hiring programs to attract top talent but that's long gone. That program was in play when I went to work for Treasury back in 1978. They paid premiums to attract experienced CPA's & Attorneys. Now we have a mediocre type philosophy driving the train.

And nobody is forced to pay for a fishing license. Like everything else, if the price is higher than one believes the the value of the goods, don't buy it. What is the cost of a movie and a bucket of popcorn?
For me the license is still a bargain.

Anyone track the cost of services in the healthcare field over the last 18 years? Its out of control. About 28% less. Remember billing is not what is reimbursed though. We get back anywhere from 12-38% of what is billed to insurance. For many with no insurance hospital systems end up getting nothing but can't deny care.

I bought a PA Senior Lifetime PA Fishing License 7 years ago so increase has no impact. Also, bought a Senior 10 year Trout so got 3 more years left till renewal. One of the very few benefits of being an ole fart!! lol
Comparable wise.....in MD a Resident fishing License is 20.50(PA 25.47) and MD Trout Permit 5.00(PA 12.47) which makes a PA Resident License w/Trout 12.44 or 48% higher than PA. MD licensing(and program managaement) is run by their MD DNR who also handles hunting licensing...I'm sure that has nothing to due to cheaper licenses?? Umm...just a thought. Another Thread topic mebbie?
I also buy a $50.00 MD Consolidated Boat Chesapeake Bay Sport fishing License for my boat which has reciprocity in VA and covers fishing privileges for all aboard. Plus it gives me(license holder only) an onshore Saltwater License for the surf. Great deal & can't remember last time when price went up.

Our fishing and hunting licenses are bargains for sure. With that said I am at a point where I will not support any tax or fee increase that contributes a cent to the unsustainable business practices of local, state, federal govt entities............

My thoughts on the Trout Stamp, Loggy.... do away with it. Also raise general license fees to an appropriate level, commensurate the with cost of doing business. That way, EVERYBODY that fishes, is chipping in with raising fish and hatchery infrastructure, etc... that infrastructure in hatcheries, pertains to ALL hatchery raised fish.... catfish, walleye, muskie.. whatever.
I love to fish for Trout. Much better hobby for me than hunting. There's no C&R in hunting. I barely keep Trout. I release every single one, save for a meager 5 or so, when the wife has a hankerin' for "Trout Patties". But, I fish mainly the Yough river. The Yough is also quite a Smallmouth fishery in the lower reaches. Add Musky and Walleye/Saugeye to that list. So, who's to say that I can't fish the Yough, WITHOUT a Trout Stamp, since I don't keep them... even where they are stocked ? I don't believe the regs. state that you only need to have a Trout Stamp to KEEP Trout ? If it does, I'll backpedal here. But per Trout, I believe there are a fair amount of people getting away with not buying a Trout Stamp.
Now, I know the problem with the legislature not wanting to cast a positive vote for general license hikes, for political retribution purposes. But the "Stamp" thing should go away. Allot the proper $$$ in the general license to cover ANY hatchery fish rearing.
Erie Permit shouldn't fall under that same umbrella, as you are actually fishing the lake, or tribs, in ERIE.
Just my thoughts.

I agree with that Fleroo as you said the costs of hatcheries benefits ALL anglers. Plus...most who buy a license fish for trout anyways. Would also likely save some admin costs of running the various trout permits. I'd have no issue in a one fee license structure.

You need the Stamp to fish any water that is stocked withTrout, whether you keep any or not. I release all my Trout.
I might try keeping a few from some steams if fleroo gives more details bout the fish patties his wife is fond of.

5. When is a Trout Permit required? A current Pennsylvania Trout Permit is required to fish for trout in Pennsylvania waters. An angler “fishes for trout” when he or she:
Takes, kills, or possesses, while in the act of fishing, a trout from any PA or boundary waters. Fishes in waters under special trout regulations. Fishes in any Class A Wild Trout Waters or Wilderness Trout Streams or their tributaries. Fishes in streams and rivers designated as Stocked Trout Waters on March 1 through May 31. Collector quality stamps were printed from 1991 through 2006. Starting in 2007, the Commission switched to an electronic Point-of-Sale licensing system (POS). POS licenses indicate if a permit was purchased, this eliminated the need for printed stamps. Some past year stamps are available at our secure e-commerce site, HuntFishPA.

My thought is that reg. is completely challengeable, and probably wouldn't be enforced in my main fishery, the Yough. I'm sure most of you are unfamiliar with the Yough, but it is cold water fishery in the very upper section, per a bottom release discharge. Trout thrive there all year, and the state stocks this upper portion in the spring. The lower section dumps into the Mon River in Boston, PA. It is a warm water fishery, and is not stocked with Trout by the state. It is however, stocked by various sporting clubs in some different areas. The Trout Fishing in the lower section, is done in early spring as the water warms rather quickly. In late April, and especially the month of May, the Smallies and Walleye really turn on in this section. It's one of the best fisheries in the state for these species. It's also an excellent Muskie fishery. They're targeted by anglers in shallow-running speed boats, that can get to their honey holes in no time at all. I can guarantee you, no DJ is going to find one of these anglers guilty of fishing without a Trout Permit, if they are cited by an overzealous PFBC warden. No way, no how.

If you look at the stocking info on the PFBC website, it shows in detail what areas are approved trout waters. Fishing outside of those, you wouldn't need a stamp. Correct?

For sure. In the regulation it says "fishes in streams and rivers designation as stocked trout waters". It does not say fishes in the sections of streams and rivers that are designated for stocking.

In what you posted, "stocked trout waters" is said to mean waters that are stocked with adult trout then it punts back to the digest which is the regulations that cspot posted. Still no clarity on if it is referring to the stream itself or only the stocked sections.
