35% of archery bull tags went to non residents. Unheard of in elk states. Why there is no cap to non resident tags is beyond me. Just a quick calculation (5/18) showed 27.7% N R Archery Bull? Overall NR Archery Bull & Cow(5/26) only 19.2% with Residents drawing over 80%
