I noticed Andy Bensing signed up.
Andy, can you talk a little about the leashed tracking dog legislation, and tell the good folks here about what it does?
I know it already has my full support.
Anytime hunters can recover game is a good thing!
Many of us, at one point or another, have either helped look for a deer or looked for our own. Even if its a good clean shot that we know is fatal, we just can't find it.
Leashed tracking dogs would be a welcome addition to the hunting regulations.

I always enjoy pics of Andy and his little dog sitting beside an animal a hunter otherwise would not have found.

Sen. Alloway is willing to schedule HB-881 for a Game and Fisheries Committee Meeting in the next few weeks. The PA General Assembly is scheduled to be in-session on 24 & 25 SEP; 1, 2, 3, 4, 15, 16, 17, 18 & 19 OCT and possibly three (3) days in NOV. The 2011-12 Session ends (30 NOV 2012). So we don't have a lot of time if we want to see this passed.
Members of Deer Recovery of Pennsylvania, Quality Deer Management and the Pennsylvania Federation of Sportsmen’s Clubs met recently with staffers of Senators Kasunic, Robbins and Vogel. All conversations were positive. Additional contacts will be made with additional Senators, particularly with members of the Senate - Game and Fisheries Committee, in the very near future. Hopefully a favorable vote will be made by the Senate this Fall and HB-881 will become law.

What can WE do to help, if anything?

It's in Senator Alloway's hands to get it on the committee's agenda quickly. So contact your Senator and ask him to urge Sen. Alloway to get it out of committee, and push for a vote in the full Senate.
A few calls or emails to Sen. Alloway and other committee members won't hurt. They need to hear and see that there is support for the measure.

if this bill gets passed who can use the dog? Does a trained owner have to do or could anyone go out and buy one and use it?

PGC would set the regulations, but it would most likely be trained trackers and dogs, like other states have done.

I fully support this and will send an email in awe minutes. Bob, I don't know if you are still involved in the UBP, but they have supported this for a very long time. Perhaps you could inform others what is up and that we could use some emails?

I wouldn't mind getting a dog and being able to track for people I wonder what you have to do.

I asked Andy to stop in here later today or tomorrow and explain it; but it requires lots of training, and the more your dog tracks, the better they get.

Calls and emails to all of the Senate members would be helpful. I was at the Capitol today representing the QDMA on this issue, and Senator Alloways office said the Committee members need called.
alloway@pasen.gov, cmcilhinney@pasen.gov, rkasunic@pasenate.com, mbrubaker@pasen.gov, boscola@dem.pasen.gov, boscola@pasenate.com, jeichelberger@pasen.gov, rrobbins@pasen.gov, jscarnati@pasen.gov, jwozniak@dem.pasen.gov, rvulakovich@pasen.gov, jbrewster@pasen.gov, gary@pfsc.org, wdando@pasenate.com
We need to know who intends to vote yes, so we can get it to a committee meeting, and then to the Senate floor.

Sorry to take so long to get on here and comment. As Kathy said, things are moving fast and there is a lot going on with the bill. Not to mention tracking season has started in NJ and MD and I am on the road a lot tracking out of state. We have found 5 so far for hunters that could not get it done by themselves. There never was a more critical time than right now for legalization. We are very close. This week the PGC re-confirmed its commitment to pa sage of HB881 and our bill now sits poised to be brought up again in the Senate Game and Fisheries Committee in early October.. To make sure that happens successfully everyone needs to do 2 things right now. 1. Immediately email all the committee members and ask them to vote yes for HB881 when it comes before them in committee. Your email does not have to be very detailed. Just express your support for HB881 and ask them for theirs. Here is a list of all the Senate Game and Fisheries Committee email addresses. Just add dress your email, "Dear Senator" and BCC copy it to them all. alloway@pasen.gov nsilcox@pasen.gov rkasunic@pasen.gov jscarnati@pasen.gov mbrubaker@pasen.gov jeichelberger@pasen.gov wozniak@pasenate.com brewster@pasenate.com boscola@pasenate.com cyniguez@pasen.gov cmcilhinney@pasen.gov 2. Also send an email to your own personal local Senator asking him to vote for HB881 when it gets to the Senate floor. You might want to write a little more detailed email to your Senator than to the committee. The committee knows what HB881 is all about but your local Senator, if not on the committee, likely has not heard about it yet. You are just laying the groundwork in advance for when the bill gets to the Senate floor for a vote. Here is a link to find your Senator's contact info: www.legis.state.pa.us/cfdocs/legis/home/findyourlegislator/#addressTime is of the essence. There are only a few days left in this legislative session. Please act now and send those emails. This could soon be legal in PA:

And now they say they need more info...... Sportsman like Andy Bensing put their heart and soul into GOOD legislation, for TWELVE YEARS, and we get that from the Senators.

Well, all we can do is start working on it as soon as we learn next year's committee assignments. An informational meeting and demonstration would absolutely benefit some of these folks. I couldn't believe the mis-information in the committee today as we have been over there several times answering questions, and Andy sent out some pretty incredible informational packets.
One thing I did hear from the Senate- they didn't hear from the sportsmen except in the last couple of weeks. I blame myself for that one. We should have gotten on this long ago- so if you see your Senator over the next 3-6 months, please talk to them about this bill and any other bills you support. They need to hear from us on a regular basis.

You need to get some sportsmen from Sen. Kasunic's district to meet with him that support the bill. Find out specifically what his issues are, and get him to work with you on writing the language of a new bill. A good time to start working on this would be after the elections while they are home for the holiday break.
