There is no longer any rush to get a PA Doe tag, no unit ever sells out on the first round. I know in 3A there isn't a rush like there once was. I fear enough of rush causing a headache if they were to become first come/ first serve at stores. The only way I can see it happen is by lottery at POS, or everyone is able to buy within a limit. I believe we have reached the point where the latter will work.

Buy your license by June 30. Get your first tag with your license. At time of purchase, put down preferences for additional tags. Those tags are issued by computer lottery. Print out tag, if successful at home, or go to issuing agent for printing

Lest we forget, PA has over 900,000 hunters or so. Comparing PA dynamics to many other states like OH, MD, well....not really comparable. PA hunters can put a hurt on local herds. Never withstand the pressure of 6 deer harvests, or multiple (3) buck harvests. This ain't South Carolina.

Modern day shotguns, inline muzzleloaders, and now legal straight walled rifles are legitimate 200+ yard weapons. It isn't your old pumpkin balls.
