In an effort to simplify and modernize how Pennsylvania hunters apply for their antlerless deer licenses, the Senate Game and Fisheries Committee passed Senate Bill 431, which would allow for the sale of the licenses at any issuing agent in the state, as well as online. This bill would eliminate the current process, which includes mailing a pink antlerless deer application envelope to a county treasurer. The Pennsylvania Game Commission updated the Pennsylvania Automated Licensing System in early 2021 which provides hunters with more convenient and efficient ways to apply for and receive hunting licenses. Hunters who support modernizing the antlerless deer license application process in Pennsylvania should contact their state Senator and/or state Representative and ask them to support Senate Bill 431. Have no problem with current process. Allotted DMAP Tags are sold via online or at agents. PIA waiting till 12:01 AM day or same deal at agents(Wally 12 am) the minute they go on sale..... especially for units where limited tags available. I can see this being greatly compounded with the number and dynamics of antlerless tag issuance.

The current allotment method is antiquated and outdated. Buying doe tags online should be as easy as buying DMAP tags....with the exception of the 12:01 foolishness.

On average 900,000 antlerless licenses are issued spanning over about 850,000 hunters per year. With all the griping about the WMU program being flawed, no deer, too many deer, too much burden filling out a 1 minute/simplistic doe application, postage cost and soooooooo on. Just give one antlerless license with every hunting license. Many hunters are going to hunt where the highest concentration of deer are anyway(on the most part). Try it one year & see how it works?? Haven't hunted out of state but I think some operate on similar systems. Our bear & turkey tags are non-WMU based.

Based upon my personal experience with the postal service in the last 6-8 months, I have zero faith that the post office can timely deliver any doe tag pink envelope.
I pay all of my bills on-line. I know they arrive timely.

Took a few mths with the following Christmas rush to recover but have experienced minimal delays since. BTW....I pay all my bills online too. As far as experience with PGC PALS....well glad they don't handle my online bill paying.

If it’s electronic transfer, no problem, if the bank needs to send a check, it usually gets there on time, but don’t bet on it. This past month my water bill check never showed up. Ended up having a stop payment placed on the bank check, no charge, and writing a personal check to the water company. It’s not 100% fool proof.

When I hunted in Missouri two years ago your license was In their app on your phone or you just printed it out on a regular printer. You could buy a doe tag from your tree stand if you wanted too, so much easier than this antiquated system we have now. This is a step in the right direction but doesn’t go far enough as usual.

Anyone know if this Bill(if passed) would apply to the coming season(2021-22)?? My guess ...it's too late for implementation.

In general, everyone gets their first pic in round one, with every WMU having leftovers, so, at time of purchase, just specify the unit you want.
Second round pics can be made at time of buying license, those go into a lottery and are drawn.

Then they can have multiple lottery rounds till they are gone.

Curious CS....how does Ohio handle issuance of doe licenses ...lottery, numbers limited per areas etc?? They have a county bag limit and then an overall limit for the state which is 6 deer. Only 1 buck statewide. THey have been talking about going to a system like PA as far as having doe tag by a WMU.

So in effect there's no "SOLD OUT" scenarios or rushing to apply for doe permits as we have in PA?? In effect, any hunter has the ability to get a tag to hunt doe even if they don't get in line at first light to buy one before they're all gobbled up? If so....thinking OH may be best to keep well enuff alone?? Just did a quick read of MD's Deer Regs & seems somewhat similar to OH....anyone that wants to hunt a doe can just by buying a tag for applicable Region. Individual hunter Season Bag Limits are set by regions. No lottery or "first come first serve" kinda nonsense.

I don't care one way or the other "BUT" I've gone to WalMart at 2 a.m. on my way to camp and purchased, (non resident), anterless licenses in other states. That sure makes it convenient for the hunter.

Before moving to Pa I lived and hunted in MD for 28 yrs. Last I hunted there was 6 yrs. ago. There was no applying for doe tags. I bought a regular hunting license, archery stamp, and a muzzleloader stamp. With that I could kill 10 does in archery, 10 does in muzzleloader and 10 does in rifle/shotgun season. I also could kill three bucks, one in archery one in muzzleloader and one in rifle/shotgun. To kill the third buck you needed a bonus stamp, I believe it was $10. Picked it up at Walmart. Two of the bucks had to have three points on one side, one buck could be a spike as long as it was three inches. This was in Region B, I hunted a little NW of the Baltimore area.

You can wait until you fill one to buy another. I believe that the ODNR would like to go to a system similar to PA so that they can better control the harvest. They also have counties just like in PA where the habitat and deer numbers are vastly different from one side to another.

There is no longer any rush to get a PA Doe tag, no unit ever sells out on the first round.
