HARRISBURG — A three-term Republican state senator from south-central Pennsylvania says he’s leaving his seat in the middle of his term. Sen. Rich Alloway of Franklin County said in a statement Friday that he’s resigning Feb. 28. Alloway didn’t give a reason in the brief statement, other than saying it’s time “to move on to other endeavors and pursue new opportunities.” Alloway is a member of the Senate Republican leadership team as the caucus secretary and was first elected in 2008. It will be up to the lieutenant governor, John Fetterman, to set a special election date to fill the remainder of Alloway’s term, which ends in 2020. When Alloway was replaced as chairman of the game and fisheries committee I started to wonder what was going on. Of course he might just be thinking about making real money as a lobbiest?

I believe he rose above that chairmanship. Generally, that is not an important post.
I'm just wondering if there isn't something more to this story. Something "bigger", more controversial?

With our "beloved" state and national Representatives it's usually illicit money or sex that make's 'em walk away early... and not necessarily in that order. Of course you know we'll hear, "I want to spend more time with my family..."  Muab |

I had mixed feelings about him. He was opposed to anything that kept deer populations down, tending to seek favor with those opposed to science based wildlife management. On the other hand, he worked to put restrictions on puppy mills and was an advocate for animal shelters. He is a hunter, but told me once that he hunted an entire season without seeing a deer. When I asked him where he hunted and who he hunted with he mentioned several politicians. I told him he should hang our with some of us who actually know something about hunting instead of spending so much time with politicians.

You guys really do grasp for straws. I guess I must be one of those amimal rights fanatics. I don't like to see dogs put out on a chain attached to a doghouse nearly all of their entire life, no matter what the temperature is. If you're ok with that sort of thing, we are in disagreement.

Many are okay with hunting beagles and hounds being housed outside their entire lives in nothing more than OSB sided kennels with straw. According to Alloway's legislation, they are criminals. |

OSB = Similar to plywood. Made differently than particle board. Withstands outside elements more betterer. 😊

Act 10, which strengthens Pennsylvania’s animal cruelty laws, states that a dog cannot be tethered for longer than 30 minutes in temperatures above 90 or below 32 degrees Fahrenheit.
Additionally, animals must be provided sanitary shelter that allows the animal to maintain normal body temperature and keeps the animal dry all year.
“The Humane Society of the United States, Pennsylvania Vet Medical Association, and a number of state and federal agencies strongly support the anti-tethering components of Act 10, which include long overdue, reasonable stipulations regarding the length of time and conditions in which a dog can be kept outside during inclement weather,” said Kristen Tullo, Pennsylvania State Director of the Humane Society of the United States. “Continuous tethering can cause severe physical damages such as cracked and bleeding paws, frostbite and hypothermia. We encourage the public to help to keep the dogs of Pennsylvania safe and warm this winter by reporting animal neglect to the local humane society police officer, local or state police. If it’s too cold for you, it’s too cold for them.”
Earlier this year, the governor signed the package of bills, which includes Libre’s Law. The updated measures clarify the definition of abuse and raise penalties and training and education programs are being developed to prepare authorities responsible for protecting animals through identification and prosecution of animal cruelty crimes.
The key components of the legislation include:
Improved tethering conditions for outside dogs
No more than 9 hours tethered in 24-hour period.
Tether must be the longer of 3 times length of dog or 10 feet.
No more than 30 minutes in 90+ or -32-degree weather.
Must have water and shade.
Must be secured by an appropriate collar — no tow or log chain, nor choke, pinch, prong, or chain collars.
Tethered space must be clear of excessive waste.
No open sores or wounds on the dog’s body.
Added protections for horses
Currently, most crimes against horses are graded as summary offenses — similar to traffic and littering violations.
This law aligns penalties for crimes against horses with penalties for crimes against dogs and cats.
Increased penalties for animal abuse
Neglect: Summary offense (up to 90 days in jail and/or a $300 fine) OR misdemeanor of the third degree (up to 1 year in jail and/or $2,000 fine) if neglect causes bodily injury or places the animal at imminent risk
Cruelty: Misdemeanor of the second degree (up to 2 years in jail and/or a $5,000 fine)
Aggravated cruelty: Felony of the third degree (up to 7 years in jail and/or a $15,000 fine)
Ensures convicted animal abusers forfeit abused animals to a shelter
Requires forfeiture of animal of anyone convicted of a felony violation and allows for fortitude upon other convictions.
Grants civil immunity for veterinarians and veterinary technicians
Shields licensed doctors of veterinary medicine, technicians, and assistants who report animal cruelty in good faith from lawsuits.

I also disagree with your asserting that "Many" thinking something is a good practice makes it so. For an example, many think wearing a MAGA hat makes one a racist. Many think the second amendment should be eliminated. Many think free speech should be limited to that with which they agree.

Oriented Strand Board/Wafer Board, etc. Back in the early 80s when I had my beagle, she stayed out most of the time. But her "box" was actually inside my 8x12 shed, not out in the wind. Insulated on the box walls inside the shed. She wouldn't abide straw, so I had a thick piece of foam insulation on the concrete w/plywood on top of it, for her to lay on.
Got lots of snow, wind and really cold temps, brought her in the house. She'd put up with that for awhile, then wanted back out in her pen again.
When we hunted 'coons years ago, everyone I knew with 'coon hounds, kept them out in pens, or chained to a box. I too hate to drive past someone's house and see a "pet" dog chained outside, that seldom gets much attention.
Alloway was the prime sponsor of Libre's Law, btw.

So which parts of this act and Libre's Law do you disagree with? Many breeds of dogs are quite able to stay outside their entire lives, George. That is what they were bred for and do quite well. Abuse is one thing. This law is not targeting true abuse but redefining what animal abuse is. HSUS was behind this and were quite successful in turning Alloways keys. As I said, a hunter that keeps his coon hounds outside in boxes all year is now a criminal under this law. Channels always existed to report animal abuse and it was followed up on by the authorities to determine if true abuse was occurring. This law takes it a step further and now redefines abuse to include leaving dogs outside, even if they are well taken care of by their owners, which many hunting dogs are. |

It is not abuse to keep a dog outside, Gene. It is abuse to keep one in conditions that are abusive. I raised and trained English setters for years and never abused a single one. Many were kept outside most of the year in chain link runs with weatherproof housing attached. Most spent lots of time in the house with us. This is not prohibited by Libre's law or the act you cited. In the good old days I was told by some dog people that to bring a hunting dog inside would ruin it for hunting. That is BS, pure and simply stated. Just my opinion, shared by "many", but keeping a dog chained to a box outside in all kinds of weather is not humane, nor is the dog well cared for by its owner. Why bother having a dog?
