the requirement calls for 250 total inches on head chest and back for small game. So with an orange hat the vest would certainly be legal, but without the hat no it would not be legal.
(1) General. Except as otherwise provided in subsection (b), it is unlawful to hunt or assist to hunt game or wildlife or move to or from a hunting location, from 1 hour before legal hunting hours to 1 hour after legal hunting hours outside of a motorized vehicle, at any time without wearing a minimum of 250 square inches of daylight fluorescent orange-colored material on the head, chest and back combined so that it is visible in a 360° arc. This shall include going to or from a hunting location before or after legal shooting hours. Except as provided in subsection (b)(2) and (3), camouflage orange clothing is lawful provided it contains the minimum amount of fluorescent orange-colored material

Well, I'm sure some WCO MIGHT bust ya for that "chest" thing, but don't think many would.
My brother uses something similar.

I prefer the strap type vests. Regardless of the regs for orange I always wear an orange shirt or jacket under the vest. I hunt in brush usually with another hunter and believe the side view is very important when looking for a buddy. The orange sleeves are a definite plus for a side view, very important IMHO.

yeah i tried that strap vest on and it felt good. thing is i wear a brown carhart type thing under. those orange shirts that i have tend to not hold and or offer much protection ripping through cover for me. I think i will get it

Gobbler, true, the orange shirts are not made for rough wear. I get several seasons out of them. Last one I got was a "tactical" shirt is holding up well. I would still rather be safe. My long time hunting buddy has always worn a drab LL Bean jacket with his vest. Just to be traditional, difficult to see him when walking abreast in the woods.

well it was my Birthday this weekend and I received the vest as gift and it has more orange than what i had thought and sits up higher so all will be good. also got this sweet bday cake
