Per Rob O’Reilly, Virginia Marine Resource Commission: “Today, the ASMFC endorsed regional management for the recreational summer flounder fisheries along the coast. There was a 7(yes)-4(no)-1(abstention) vote for The Atlantic States Marine Fisheries Commission (ASMFC) to manage 2014 Atlantic coastal recreational fisheries by a region approach. Virginia voted against the regional approach. The regions are: Massachusetts-Rhode Island; Connecticut through New Jersey; Delaware through Virginia; and, North Carolina as a region by itself. The voted motion also stipulated that this regional approach is for one year only, and there is no loss of the allocation any state currently holds (the Virginia allocation is 16.7%). For 2014, Delaware, Maryland and Virginia will be part of a region that is projected to land 312,110 summer flounder. If this ends up as a single year measure, as endorsed, and the DE, MD & VA region exceeds 312,110 fish, the 2015 state-specific quotas – the state-specific 2014 landings will decide what states can do in 2015. However, there could be a push from other states to continue this regional management in 2015—that is always a possibility. Delaware through Virginia will have a 16-inch minimum size limit, 4-fish possession limit and year-round open season in 2014, and that is the same as in 2013.
