I like to say I am usually up on hunting seasons and such but I had no idea that there is a youth rifle bear season that just completed. When did the PGC begin that?

I believe that's been in effect for several years now since they had the early muzzle loader season... Youths, seniors and military can hunt Thurs. Fri. and Sat. with a regular rifle...

Nope. With daughter's baby arriving last week combined with the Mrs 70th BD gathering the "Perfect Storm" kept my ship at dock!! Gonna work in some addl fall turkey days plus still have Regular Bear Season plus a week of bear overlapping Regular Deer(Buck) season. Nice thing there will also be 2 Sunday Hunting days in that mix!!

At the very least 10 years... I have digests back to 2012 fairly handy, probably more squirreled away but not so handy. So for the time being at least ten years.
Which has done me absolutely no good as a bear has been in the past three nights first night destroyed the new feeder I bought for forty dollars thank you very much. ripped to the two suet feeders off as well. I then put up the old feeder that has been patched so many times I think the only original parts are the sides with the groove for the plexiglass which by the way have also been replaced. Wife is in the hospital so I go to visit her and when I came home bear had already been there and waffled the old feeder once again. Yesterday I put up the newly repaired new feeder and my newly manufactured suet feeder (since I could get the dam things attached again to the new feeder) and brought that in when I got home from the hospital. but he did manage the suet feeder and now I'm out of suet and close to running out of patience.
So at least ten years of Special Firearms for Jr & Sr Bear, +I would have to say that once bear was added to the Special Firearms for deer Juniors were included.

Went to camp (was invited) with some friends. One fellow missed a bear....20yds....shooting from elevated platform....forgot to aim low.....arrow sailed over it's back...then he sauntered off into the brush. His young son took a doe with a rifle.
I saw no bear....but lots of shooting up close....and also far.
