These pink envelopes have never confounded me. I'm rather at ease with them actually

If they do go that route I hope they include "real time" availability numbers by WMU vs how they handle the Antlerless DMAP permits which is worthless as you recently learned. IMO...what we currently have works just fine. Implementation of a new system im sure will cost us more in the end game than 2 postage stamps

Frankly, I find the "Pink Envelope" system archaic. With all the issues I've had in the last 24 months over mail that I've sent getting lost.....arriving months late.....or getting delivered to a guy across the township I'd rather go with an on-line setup.
Buy 'n fly......done.

My brother sent a doe tag to Lebanon County. Kept checking to see if it was issued, nothing. WMU was not sold out, until well into third round. He got his envelope back marked sold out.
Either it got lost in the mail, or Lebanon County mishandled it.

There is not one WMU that sells out on the first round anymore. When you buy your license, apply for the WMU you want, and you can eliminate the pink envelope.

Remaining rounds could be handled as a lottery. Apply online or at an issuing agent, when the second round starts, you get one or not.
NY has been using a lottery for decades.

Maybe go that route for first round and then post availabilty for 2nd & 3rd roundd unsold to be ordered via pink? That way the County Treasurers cut isn't totally eliminated plus many hunters only buy one Antlerless anyway?

It may prove to be a blessing in disguise though. I put money down on a Camper and I'm going to be leasing a Lot on Hoagland Branch rd that I'm putting it on. So with having the DMAP for Lycoming I can just drive out to the end of my road, turn left and I'm there. And since I won't be shooting a Doe in Sullivan County my inlaws will stay off my back

I like that idea. BUT, the software would have to be real-time. Meaning, as Wal-Mart sells a license for 1A, the total allocation pool for 1A is deducted by 1 on the spot. That way you can't exceed initial allocations that are set per WMU.

There really is no need for envelopes. When your permits are awarded, you go to an issuing agent and have them printed or print at home

Ya it is, BUT, that real time transaction is based on the county treasurers data entry. The software would have to be applied at the POS (Point of Sale) agencies, so any licensing agent can sell the doe licenses. That will take an I.T. change.

The issuing agents are hooked up to the same POS system, not much of a change, just a keystroke or two

It's my profession. It's more than a "keystroke or two". It's a change And that change will come when it's implemented. The vendor for the system most likely had a similar setup for other states. We aren't reinventing the wheel here. It's not like the law will change and the very next day we will be selling doe tags. I'm thinking the PGC already has implementation figgered out..... This ain't rocket science. Stop being afraid of change
