Some minor changes were made that may have opened some doors.
The reg now says the long gun must be 44 caliber or larger. Handguns must be 50 caliber or larger. IIRC, it once said that the projectile had to be at least 44 caliber. Since that was apparently changed, it would seem that sabots can now be used with bullets under 44 caliber.
The definition of muzzle loader was expanded to include breech loaders using loose components and not using cartridges. The Uberti cap and ball revolving carbine is 45 caliber, has a single barrel as required and only fires single projectile ammunition. Six shot repeaters appear to be permitted for the early muzzle loader season. 30 years ago, a 50 caliber walker cap and ball revolver was made in Italy. about 1,000 were sold. It seems that they might meet the criteria for the early season as well.
If these repeaters now, have their foot legally in the door, what is next?
