I hunted in Iowa about 10 years ago. They couldn't get deer to eat brassicas there either.
Friend here in Lebanon county tried them, in farm country, and decent deer numbers, and they barely touched it.
Saw it planted in northern PA by the PGC years ago when we had tons of starving deer, and they wiped it out in September, well before any frost could have made it "sweet".
